When I was in school I was taught that state laws could be stronger than the Federal law, but not weaker. I'm confused.

U.S. District Court strikes down California financial privacy law: "A U.S. District Court judge on Tuesday struck down a California law that restricts banks from selling consumers' private information to their affiliates, ruling that the state law is pre-empted by federal rules."

Like identity theft isn't a big problem that is growing bigger.
